Happy Homes POE: Turning Resident Experience into Better Homes

As expectations around building performance and resident outcomes continue to grow, Post Occupancy Evaluation (POE) is becoming an increasingly important part of housing delivery. PTE's Happy Homes POE service helps housing associations, local authorities and developers understand how homes are performing in use, providing evidence to support future investment, design decisions and ESG objectives.

Developed with the University of Reading, Happy Homes combines resident feedback, social value assessment, energy monitoring and building performance analysis to provide a clear picture of real-world outcomes. The service identifies what's working well, highlights opportunities for improvement and creates valuable learning for future projects.

Our recent evaluation at Juniper House in Walthamstow found high levels of resident satisfaction while identifying practical improvements to comfort and estate management, delivering key insights for and the design of future schemes.

Whether responding to emerging industry expectations around POE, meeting funding and reporting requirements (our service aligns with the GLA funding and planning requirement for 'Be Seen' energy monitoring guidance), or simply seeking to create better homes, Happy Homes provides a robust and evidence-based approach. This is becoming increasingly important as clients and funders, including the GLA, now require POE as a minimum standard through the Affordable Homes Programme, making it a requirement for affordable housing delivered across London.

The Happy Homes Toolkit aligns with the British Standard for Building Performance Evaluation (BS 40101:2022). PTE's Dr Tom Dollard currently chairs the Building Performance Network (2026/27), bringing together industry and local government partners to develop and promote consistent standards and best practice for residential POE.
