Pollard Thomas Edwards gained planning permission to redevelop the former Anglia Ruskin University (ARU) campus following ARU’s relocation to new facilities in 2008. The site, located next to major transport interchanges and the principal arrival point to the town centre, plays a key role in the borough’s plans to regenerate the west end of Chelmsford.
PTE’s masterplan for the two and half hectare site provides over 600 new homes, a new food superstore and other retail, over 8000m2 of commercial and community facilities, including the refurbishment of a number of important historic buildings.
The key to the design is the restoration of the existing heritage buildings, placing them within a procession of new public spaces surrounded by shops, cafes, and offices, and reinstating some of the intimacy and charm of the old market town. The masterplan also reintegrates the nearby transport hub with pedestrian and cycle links to the town centre and Chelmsford Central Park to the South.
The first phase of housing opposite the railway station is now complete, and delivers 219 mixed-tenure homes with a 65-unit extra care facility at the centre. The second phase of the regeneration, which includes a fourteen-storey landmark building, was granted planning permission in December 2014. It will deliver 386 new homes together with commercial space.
